Surveillance audits

1. Is the intent of 17.23.2 to allow the annual surveillance audit to be conducted up to six months earlier or later than the anniversary date of the certificate issuance?  
2. Clause 17.12.3 requires conditions to be closed within not more than one year. From which date should it be considered (eg., should it be one year from the date of the onsite audit, from the date of the publication of the PCDR, or from the date of certificate issuance)?
